On August 4, 2011, Governor Andrew M. Cuomo signed into law Chapter 388 of the Laws of 2011 that enacted Article 10 of the Public Service Law.
Article 10 provides for the siting review of new and repowered or modified major electric generating facilities in New York State by the Board on Electric Generation Siting and the Environment (Siting Board) in a unified proceeding instead of requiring a developer or owner of such a facility to apply for numerous state and local permits.

Michael Lawrence, supervisor of the town of Brandon, was present at the special Town Board meeting. The North Ridge Wind Farm is a proposed 100 MW project located within the Towns of Hopkinton and Parishville, in St. Lawrence County, New York. It will have a nameplate capacity of 100 MW, and is expected to operate at an annual net capacity factor (NCF) of approximately 32%.
February 28, 2021 - North Ridge Wind project is updated in the NYISO (grid operator) interconnection queue with a new proposed ”in service" date of December 2025. This only occurs after a request from the developer to the NYISO, which means the project is still active. March 3, 2021 - new final Section 94-c regulations (143 pages of uniform standards for siting, design, construction, and operation of renewable energy facilities in New York State) became effective March 3, 2021, and now replace the Article 10 process.
Multi-billion dollar Spain based industrial energy company Iberdrola... also known as Atlantic Wind LLC, and Avangrid Renewables LLC in the U.S. is moving forward with their proposal to build The North Ridge Wind Farm Project in northern New York.
The Applicant, Atlantic Wind LLC, is a wholly-owned subsidiary of Avangrid Renewables LLC (“AR”) is proposing to submit an Application to construct a major electric generating facility
The Project is intended to be an approximately 100 megawatt (MW) wind powered electric generating facility proposed by the Applicant to be located in the Towns of Parishville and Hopkinton, in St. Lawrence County, New York
The North Ridge Wind Farm Project is a proposed 100 MW project located within the Towns of Hopkinton and Parishville, in St. Lawrence County, New York. The proposed Project Area is depicted in Figure 1 and covers approximately 33.3 square miles. During the development phase of the Project, Atlantic Wind will lease approximately 8,000 acres of land, which will be spread out over this larger Project Area. However, once the Project is constructed, the proposed permanent improvements would utilize less than 100 acres, where turbines, collection lines, roads and facility components are constructed and buffers around these features are maintained. At that point, the vast majority of previously leased land will be released from lease agreements and would not be included in the Facility, once constructed.
The Study Area includes the Towns of Potsdam, Stockholm, Pierrepont, Colton, and Lawrence in St. Lawrence County; and the Towns of Dickinson and Waverly in Franklin County. The proposed Study Area is depicted in Figure 2 and covers approximately 273.98 square miles, extending 5 miles in all directions from the Project Area’s boundary.
The Preliminary Scoping Statement (PSS) and the Application will further define the Study Area and will discuss Project alternatives. For purposes of the Public Involvement Program (PIP), the Project Area has been defined broadly to include proposed land for the Project components included in the Project. As the Article 10 process develops, specific Project component locations will be identified, in compliance with the siting criteria referenced herein, and discussed with the public, stakeholders and the affected agencies through the PIP plan provided herein. It is presumed that any potential alternative component locations would be located within the municipalities identified herein.

April 24, 2018 - Town of Hopkinton receives letter from developer requesting the maximum allowable turbine tip height be increased to 600 ft. (previously 500 ft.)
June 15, 2018 - Letter to Hopkinton Town Board from Atlantic Wind attorneys informing them that the company will cease all development efforts on the North Ridge Wind Farm. By letter dated June 18, 2018, Atlantic Wind LLC notified the New York State Board on Electric Generation Siting and the Environment (Siting Board) and the Secretary of the Siting Board that it no longer intends to file an Article 10 application in this proceeding.
(March 3, 2021 - Section 94-c regulations for industrial renewable energy development in New York State were finalized eliminating the Article 10 process.)
